is there anyway to get foobar volume slider to act like in example vlc player what goes to 400%?

I got all my other applications like voice communication and all games set up for the right volume but foobar is too silent compared to them.

No.
You can try setting some preamp in Preferences > Playback - but make sure you add the Advanced Limiter DSP if you do.
Full-quoting makes you scroll past the same junk over and over.

Perhaps these are set too loud, then.

well it would be easier to adjust just foobar then all the other programs
