Create Named playlist from command prompt ?

Does anyone know how to do this? I have searched high and low looking for about a week now to figure this out.

What I'm trying to do is create a named playlist and add a .m3u to it it don't even need to start playing just want multiple playlist not in same list though! so would be multiple tabs with 1 playlist in each tab.
