Hi all,
My question is: Is it possible to convert 24-bit FLAC to 16-bit FLAC losslessly?

Anything with loss is not lossless, so no.

Only in circumstances when you e.g. converted the 16-bit file to 24-bit by mistake. Then the eight LSBs are just zeroes.

It is easy to check. Just convert and compare.
