LAME 3.98 stable Changelog:
Removed VBR/ABR modes to avoid compatibility problems
Removed CBR bitrates under 128 Kbit/s to avoid compatibility problems

Removed Joint Stereo (because a broken experimental mp3 decoder, available somewhere in the web, may have some problems)

Is this really the beginning of the end for joint stereo?

Not really. For "sarcarm" read "sarcasm".  It's meant to be a joke!!
