Significant differense in spectrum of "Generic" compile 1.3.6 vs other compiles

Files created with generic version of oggenc2.exe 1.3.6 (http://www.rarewares.org/files/ogg/oggenc2.88-1.3.6-generic.zip) significantly differs by spectrum and bitrate from files created with old version (1.3.5) and also from other compiles of 1.3.6. Differences seem too big to be caused by different rounding of floating point. See pictures

You mean the tiny difference in rounding error at high frequencies?  Turning off optimization probably reduces rounding slightly.
