Files, this time.  Same exe generated these.  One, the 1803_*.wav, on Windows 10 1803, the other two, the 1809a/b_*.wav, (again, from the same exe that made the 1803 file) on Windows 10 1809.  There are two 1809*.wav files because each run has different data from the decode.

1803*.wav is the only correct one.  I've also included the original wma-ll.
