Can't upload the full song - since foobar is the only tool (in my use cases) for APE files.

So, I upload the hex view of the tags in the file because I believe the root cause is there. Pay some attention to the last byte in the title string - it is E9.
In UTF-8 E9 means that there will be 2 bytes more describing the current character. But there's no next byte - and working with this title crashes foobar.

Maybe, you should use ICU?
