Encoding VBR: Best Settings?

I've never needed to encode at VBR before; I usually only have lossless or 320 CBR as i have never had the limitation of disc space, but I do have friends who prefer VBR for their mp3 players. Therefore I would like to do some encodings as VBR, but in the highest quality possible. Unfortunately though I have never done this before, so my knowledge of this is limited.

I know that v0 is considered to be the best quality, and that LAME 3.98.2 is considered to be the best, but I'm not sure if there are any other settings i should be using in RazorLame.

Basically - what is the ideal command line to use to encode the highest quality VBR files?
