Bitrate Peeling

I have heard several people comment that they are waiting on Ogg Vorbis to support Bitrate Peeling before they switch. Will someone please explain what Bitrate Peeling is and why I would want it.

It would appear that the ODDCAST-DSP is doing just this. It is using an undetectable ammount of CPU power to drop some -q 5 encoded files down to arround -q 0~1 bitrates without apparent re-encoding! Then it just chucks it over to Icecast2 and away it goes!
