A way to save m3u playlists with Escape Characters (%20 instead of spaces)

Long-story short, the only way I can upload playlists to my plex server is by having my m3u EXT playlists exported with the %20 in place of spaces (don't ask me why, i have no idea lol).

I know VLC does this with its m3u export as default. Is there a way or plugin I can do this straight through Foobar? Thanks!
