Weird, never noticed that before on RareWares...  does anyone know what is different from this and 3.99(.5)? And what ever happened to that weird 4.0 alpha that was sitting there for years?

Assuming you mean the specific changes that took it into alpha phase, none are yet listed on the official changelog (http://lame.cvs.sourceforge.net/viewvc/lame/lame/doc/html/history.html), but you may be able to view details of the relevant changes in the CVS repository (http://lame.cvs.sourceforge.net/viewvc/lame/lame/?sortby=date#dirlist).

I think it has lapsed into abandonware as Takehiro (who forked it) is no longer actively developing, but I welcome any correction if this is not the case.
