help, when convert the cue file, the chinese is ?

whern I convert the .cue file , I found the charset is wrong ,the chinese in foobar200 is just right ,but the file converted in my computer is wrong,for example ,the artist ,the date .???
so,I came here for help ,the baidu dose not work ,I can not found the solution,

Original CD-R WIN Cue file supports only ANSI characters. If you save it with Unicode/UTF charsets you may expect incompatibility issues with any possible program.
Other thing is support of tagging in wav - it exist, but I am not sure how about available ID3 revisions and charsets. Change wav to flac in first place. This kind of compression is simply lossless.
