Saving playlist as .m3u8 prepends UTF-8 BOM

foobar2000 now saves .m3u8 playlists with an UTF-8 BOM. I assume this is a regression, but in case this is an intentional change, I'd like to propose making this configurable.

v2.24.1 [x64] on Windows 11

Uhm, when you say it may be a regression I assume that implies it was different before... but that's not the case.

As far as I know m3u8 files were always saved with BOM (m3u doesn't have this problem). In fact that was one of the reasons I added a setting on my pls manager to skip BOM in exported files.

I have just tested it on v1.6.18 to be sure and the BOM is also there.

Yes, my bad, this is indeed not a regression. Thanks for mentioning your Playlist Manager, I'll use that instead.
