I've suddenly lost the ability to resize panels :-\

I know I must have inadvertently altered a setting, or something, but I can no longer resize any of the panels in any of my layouts.  When I hover the mouse over a border between two panels, the double-arrow pointer no longer appears.  It was working fine, and suddenly stopped a few days ago.  The only double-arrow pointer that still appears is for the toolbar (when unlocked).

None of the panels are locked, and I've even tried creating new layouts from scratch, but the problem remains - in both CUI and DUI.  Engaging "Live Edit" also has no effect, and   Any suggestions?
