FAAC bitrate control

Hi,
I need to introduce the bitrate control to FAAC.Currently, we are using a scheme which is based on quality and bandwidth parameter.
Unfortunately, the qualit and bandwidth parameter may not give you constant bitrate for different files , rather there can huge variations for different files for same quality and bandwidth settings.

Little digging further i came to know that FAAC claims
we can get approx bit rates from all file
like

quality   bandwidth   bitrate(in kbps) approx
130   22000             218
120   20000             194
110   18000             158
100   16000             129
90   14000             103
80   12000             79
70   10000             62

I have checked these values of output bitrates for different files but they seem to be not matching.
I want help with ways we can expect better approximation of bitrates.
