How do I make the 'stop/go' image double the present size in the attached jpg?

You change the dpi in Windows.

Changing the DPI in Windows is the only way to do it, as Mikus Rakis posted.  While you can change the icon image easy enough like Porcus describes, it's always going to get sized to 32 X 32 using a 100% scale desktop no matter how big it starts out.  Note that there are custom Foobar skins where this probably is not the case.  Finding a color/image combo that stands out to your eyes does help though, like the below for me.
