Has the Minimize To Tray option been removed?

I found this old thread where the steps to set it up are described:

Preferences -> Display -> Default User Interface -> System notification area -> Minimize to notification area.

But I don't seem to have the option in my settings (see image)

It is under "background and notifications"

Right. I see. So you can have close hide, and minimize just minimise to the task bar, or you can have minimize hide, but then close closes... you can't have both hide... Oh well :)
