can a DAC be rated?

Is there some definitive method to rate a DAC?

Such that one could say DAC #1 is better (or worse) than DAC #2.

Or DAC #1 at 44.1 is better (or worse) than DAC #1 at 96.

The Audio Rightmark test, which you can download and examine, and also find numous reports online, is essentially a program that tests and rates DACs and ADCs.
