I don't think the mobile versions are configurable/skinnable.  It's just a player.
It's your privilege to disagree, but that doesn't make you right and me wrong.

There might be no way to skinnable on iOS now, #1 is right.

You can, you need to copy the file into the foobar2000 folder in the Files app. If it isn’t visible, you will have to use the Files transfer option in iTunes to put at least song or skin there first. After that you can manually do this directly on your IOS device. I just did this with a Material,skin, works fine.

OK, I was conflating skins with components, sorry.  I was told you can't add components to the mobile versions.
