LibTTA v2.3

TTA1 development libraries has been updated. TTA C++ library version 2.3 and TTA ANSI-C library version 2.3 are now available with new TTA codec command line application:

This console application is a part of new codec development library (command line frontend for libtta v2.3), thus it has same version number.

FYI these builds don't work on Windows XP: "Not a valid Win32 application".
