SFB21 bloating

Hi,
I've read a lot about the seemingly intractable problem of sfb21 bloating in the MP3 format here at HA. I've also read in the LAME changelog that since version 3.94 it should be solved by using "substep quantization". My question is, what exactly is "substep quantization" and how did it solve (did it?) the sfb21 bloat.
