differences between AAC and HE-AAC

Is there somebody here who could explain the main difference between AAC and HE-AAC? Is HE-AAC and AACPLUS the same thing?

I am new at the AAC topic and it would be great if somebody could give an easy short description or instruction.

aacPlus is a brand name of one companies implementation of the ISO HE-AAC standard (the one of Coding Technologies).
