Problem with mp3 file

Hi.
I found a certain mp3 file that I'm having trouble with. Both Foobar and Winamp show the bitrate as 32 kbps and inaccurate length even though it is much higher, I'm betting 256 judging by the file size. I tried the rebuild mp3 stream option, it didn't work. Also mp3wall repair tool also not working. Is there anything else that can be done with this file or are there any other tools? Below is a link.

In foobar2000 Shift+right click->Utilities->Fix VBR MP3 header

It is displaying the bitrate on my end.

Using Fix VBR MP3 header
Shows:
Duration : 5:16.566 (13 960 559 samples)
Bitrate : 244 kbps

Hmm, you can repair it with foobar (fix header and rebuild stream) and ffmpeg (-c copy) and you will get 244 kbit/s 9.19 MB file.
If you use mp3packer you will get 219 kbit/s 8.26 MB file.
