Cover Art Size And LAME v3.99

LAME could not add cover art that exceeded 128kb in size to MP3 tracks. According to thread responder ZinCh, back in Nov 2010, this was going to be changed in LAME v3.99. Does anyone know if this change did indeed make it to the final version of LAME 3.99?
