What do the different tagging options do?

Can somebody explain why I would use the different tagging options?

Specifically: Reload Info From Files (if changed), and rewrite tag files.

What do these do and give me an example when one would use them.

If you have edited the metadata in another application (examples: changing a tag field, editing a cuesheet in Notepad) and want to make sure foobar2000 sees the latest contents.

If you have altered the tagging scheme in the Preferences and wish for the file to be re-saved with its existing metadata in the new type(s) of tag(s).

Thanks for your reply.  Now a question about the tagging schemes in the preferences. 

What would the advantage of choosing id3v2 + id3v1 over just id3v2? Just compatibility with older devices/applications?

Yes, precisely. ID3v1 is so limited that there is no other reason to use it.
