Can Foobar2000 run  in SAFE MODE on WinXp?

Why don't you try it yourself?
For which purpose should it run in safe mode? You will not be able to listen to music, because audio drivers are not loaded in safe mode.

your sound card drivers won't load in safe mode so even if it did, you wouldn't hear anything.

Foobar can be run in safe mode, but as others have mentioned, sound card drivers aren't loaded in safe mode. About the only thing one would be able to do is file manipulation (ie. tagging, renaming).

Further, display drivers also are not loaded in safe mode. Depending on the size of the monitor, you won't have much viewing area to work with.

Note: I know this applies to Windows Vista and Windows 7. I suspect it also applies to Windows XP.
