I find "Remove" command...

Hi, All.
Where can I find the "Remove" command?

Is this a bug or a feature?

That command is specific to that playlist viewer, not a generic context command. Many other playlist/library viewers will insert their own commands that aren't available via buttons/keyboard shortcuts either.

As an alternative, you can use main menu items>Edit>Selection>Remove.
