What are the bit rates and bandwidth for WMA quality 0, 1, 2, 3?

I'm assuming you mean the quality settings in the old windows Media encoder? I'm not sure what the nitrates were, or if they were even constant between Windows versions.  Try it and see ?

This is in fact the same question about a different codec. Why don't you do some research yourself. There is plenty of information available about this.

There is no "quality" setting for WMA when encoding audio.  Maybe you are thinking of mode:

-a_mode mode_number
Specifies the encoding mode for audio content. You can use one- or two-pass CBR encoding (-a_mode 0 or -a_mode 1, respectively), or a VBR encoding encoding mode: quality-based (-a_mode 2), bit rate-based (-a_mode 3), or peak bit rate-based (-a_mode 4).

Anyway, WMA Standard and Pro are pretty much dead formats now.
