Does anyone have a description of MPG & LQT headers ?

Need description of mpeg video header

Sorry for a maybe wrong place to ask about it, but I really don't know of any mpeg1 video forum

From a description I have i've read about frames starting with "Sequence header  code  In Hex 000001B3".  But most of MPG files i have start with Hex 000001BA.
So my questions are: what is the meaning of Sequence header (is it ONLY used to find frames) and what's that B3 vs BA means ?

Btw, does anyone have a description of LQT (Liquid Audio) format ?
