Any command line that can copy tags or commnts from one format to anot

Im not looking to convert betwen format, just imagina i have 2 flac or 2 ogg or 2 acc, etc nd i want to copy the tag info from one to other.

I want a fcommand line not a gui.

CXan anybody point me in the right direction?
