Unable to play Ogg Vorbis stream

I have never been able to play Ogg Vorbis or MP3 streams using any version of Foobar2000 (I am currently trying version .60 public beta).  Vorbis and MP3 files play fine.

Here is the error message that the console displays on a Vorbis stream:

INFO (CORE) : opening file for playback : http://audio.ibiblio.org:8010/wcpe.ogg
ERROR (CORE) : error opening file for playback : http://audio.ibiblio.org:8010/wcpe.ogg

Operating system is Windows XP Professional Version 5.1 Build 2600.xpsp1.020828-1920 : Service Pack 1.  Computer is a Compaq Evo D510 with a 1.8G Pentium 4 and 256MB memory.

Any odd internet connection settings your computer requires? I.e. proxy servers, et al?
