0.9 fails to play a short u-law wave file

I got this error when trying to play the attached file in v0.9:

Unable to open item for playback (Seek offset out of range):
"C:\Documents and Settings\Administrator\Desktop\0-9\1.wav"


The same file can be played without any problem in v0.8.3.

It is a mono 8-bit 8kHz u-law WAVE file (about 0.289 seconds in duration).
