mppdec 1.95e decode fixed by Slimdevices

Slimdevices has fixed a terminate bug in the Musepack 1.95e decoder.
I hope this can be back ported to Musepack source/binaries.

the main 1.95e version.  The downloadable versions don't terminate
properly if the output filehandle is closed, so these patched versions
are required.

Add musepack support modules to out CPAN tree

Add musepack tag module.

I have tested the Windows binary from Slimdevices.
This modified version now closes the decoder process when a pipe to another console program breaks.
