Gain Control

why is it so that , most of the additional tool like LTP,SSR, AACLC -ER , when decoded without implimenting the respective tool results in good output? 
for instance when a SSR Stream decoded in LC(Low Complexity profile) results in perfect output with good RMS value,
then why should we impliment Gain Control when it can be decoded without it???
