ITU Recommendations currently available for free
I don't know how long it has been like this. Years back you could register to get three documents for free, but now most of the current ITU Recommendations are available for free.

Of most interest to HA members is the Broadcasting service (sound) BS series:
http://www.itu.int/rec/R-REC-BS/en
...which includes all the official codec and subjective testing methodologies, and recommendations on broadcast quality.

Video stuff is under the Broadcasting service (Television) BT series:
http://www.itu.int/rec/R-REC-BT/en

Or if you're feeling really adventurous, there's the full ITU-R (radiocommunications sector, formerly CCIR) list: http://www.itu.int/pub/R-REC
or most of the ITU-T (telecommunications sector) list http://www.itu.int/rec/T-REC/e available for free.

Hot tip! I had mislaid my paid-for copy of BS 1116-1 so it was nice to get a free refresh.
