Weird data found?

Hey, I was listening to a media clip and the audio data said it has this for audio settings

Can anyone relate this to a kbps setting for mp3? Does this even say what kind of audio quality the song is? Normally, it says the audio quality for me from AAC and it doesn't for this file for some reason...

Anyway, can anyone tell me what kind of quality the file is based on that information? ( That's all the information I have >,< ).
