How can I split tracks into drums, guitars, bass, vocals, etc.?

Are there programs that allow you to split a track so that you can make a file of only the guitars, drums, etc.? If so where can I get them?

I believe that this is going to be extremely hard if you are working with lossless/lossy files already on your hard drive.  I know that there are some programs that can strip vocals (or isolate them) but they just take a certain frequency range and either crop it out or just focus on it.

I think that you are going to be SOL unless you have a program (like Garageband or ProTools) and have access to the file saves from the band/artists (I know that Trent Reznor offers up Garageband files for many of Nine Inch Nails' songs).

Removing vocals is already hard (for some songs even quite impossible) so as far as I know there are no programs which can remove other "instruments". If there are any, I would also be very interested.
Music: sounds arranged such that they construct feelings.

Look out for "Direct Note Access" by Celemony. It's going to be released later this year. It gives you a sequencer view of regular stereo music tracks and you can even modify notes played. Yes, I know it does sound unbelievable, but at the last Musikmesse in Frankfurt the presentation left the attending journalists agape with excitement. The beta does look promising. You'd need quite a lot of horsepower, though.

If the vocals are in the center of the stereo image CoolEdit/Audition can isolate them.

The Direct Note Access feature of Melodyne is designed to separate multiple notes of one instrument for editing (which is amazing). Not separate individual instruments. I doubt it will work with mixed stereo tracks.

This thing sounds like it's going to be awesome, and costly.  I didn't think a technology like this would come about so soon.

You can't. In most circumstances you can only isolate the vocals out of a track and even that is difficult to do. I believe some sort of FFT filter is used to do this. You would need the original track mixes with separate instruments as was pointed out above.

There is more optimistic opinion from Wikipedia writer:

"For a stereo mix of relatively simple signals it is now possible to make a pretty accurate separation, although some artifacts remain".

I believe there shall be HMM based source separation matlab codes for single sensor recordings.

You can't un-fry an egg, un-bake a cake, or un-mix a song.
Professoinals use multitrack recording. They can record (and edit) the instruments (and vocals) on separate tracks, adjust & process separately, and then mix, as the final step before mastering.  If they later want to go back and, lets' say...  replace the singer or background vocals..., or "kick-up" the guitar,  They go back to the multitrack recording and re-mix.

Vocal removal/isolation works by isolating the "center channel" from the left & right.

P.S.
On the other hand, you can add to a mix....  So for example, if you want to to mix your vocals into an existing song, any audio editor can do that.  Just be sure to keep the original files, because you can't un-mix it later!
