Questions about bit rate vs channels

If I were to encode a stereo file at 128kbps with standard settings would that mean that, per channel, 64 kbps are allotted or is the division more complex than that?

More complex.  For normal music both channels are very similar, so the second channel adds relatively little bitrate compared to the first.
