Help solving streaming problem (not add-in related)...

Searched far and wide within this forum and elsewhere for a solution but thus far have come up empty.

Here's the deal:

I have foobar2k (version 0.9.4.2 to be exact) set up at work but cannot play streaming media (shoutcast/pls/m3u streams). 

Relevant background:

I route foobar through Proxomitron to change the user agent and supply credentials to the proxy server and can listen to an mp3 file I uploaded to my own web page (hosted by google) so I have established that foobar can, in fact, access the internet and play a non-streaming mp3 file therein.

Within foobar, I have disabled dynamic track titles and have no add-ons added on.

In the registry, I have verified that...
   the MIME content database includes entries for both audio/scpls and audio/x-mpegurl; and
   they are both mapped to .pls and .m3u filetypes respectively; and
   both filetypes are, in turn, associated with foobar.

However, when I click on a pls or m3u link in IE or add it as a location directly into foobar, foobar launches (if from IE link), gives it a mighty try but eventually fails.  The console provides the familiar Unable to open item for playback (Service Unavailable (503)):.

Does it work if you put the proxy details into foobar and add the stream directly (http://202.6.74.107:8060/triplej.mp3) with File -> Add Location...?
