Audio Editor that has a Voicemail/Telephone Filter Effect

Hi, totally newbie here, please forgive me if this is a dumb question.

I tried Adobe Audition, liked it, especially it's built in functionality to add a VoiceMail/Telephone Filter effect to a wav file.

But Audition is very expensive and there is no Vista version yet.

Is there another audio/wav editor that also has a Telephone/Voicemail filter effect built in?

That's all I really need.  I don't need any of the super fancy stuff....

Just the Telephone/Voicemail filter effect 

Ideas?

You can approximate the telephone line sound using any audio editor which can filter the audio (and that means all of them will do  )
Apply the bandpass filter with cutoff frequencies 300 Hz and 3400 Hz. You can  convert the resolution of the file to 8 bit (to increase the noise) and apply some very narrow bandpass with high Q factor to approximate resonances.

You can also encode it to very low bitrate MP3/OGG/MWA which adds "nice" artefacts

But are there any pre-made 'plugins' available for these filter effects to simplify the job.

I also tried the demo version of Sound Forge.

Where's the best place to get ready-made  plug-ins for Sound forge?

I don't know about plugins for that, I use Audition and batch scripts for automating processing.

If you had begun doing some experiments while waiting for a ready plugin falling down from heaven, I guess you would already have had success creating your desired effect
