MP3 volume leveling

Why does it appear to be such a big problem to get consistent volume from MP3s ?
I downloaded foobar recently and instantly noticed the excellent clarity of the player, but no volume levelling facility.
I tend to play most of my MP3s on music match, as although very much inferioir in sound quality terms, it does have a half way decent volume levelling facilty.
Is there a high quality player that has this facility or a download program that a relative computer novice can attach to foobar or winamp to achieve consistent volume levelling on MP3 playback ?

Another possibility (besides MP3Gain) could be XMPlay (Homepage here). It has "AutoAmp" feature for "consistent volume levelling". About (output) quality I only know that it's enough for me (listening to background music while working). Maybe someone else around here can tell (what mp3 decoder is used ...).

...or maybe look for a keyboard with intact shift/shift-lock keys first...
