RazorLame and ID3 Tags

I can't get razor lame to write ID3 tags.  I use only "use command line only" option and put in the command line I want.  Still I can't get the tags

1)  can someone tell me a command line that will write both v1 and v2 tags?  I name my .wav's like this  "artist - album - track# - title"

2)  Is there another frontend I could try using?
