Ogg Squish

I yust found an OGG-Squish-Binary in the internet:
http://www.macdvd.org/trnsz/Compiles/
I opened it and the zip contained and it yust the ogg.exe. What is it? How old is it?
It contains encode/decode and play. I thought Squish is an lossless encoder, but it seems to support lossy and lossless encoding:
-Q<qu>    Compression quality (1=low 9=high 10=lossless)
But with any quality lower 10 it crashes (ERROR: Virtual memory error)
Also it doesn´t write correct ogg-files. Has anybody done more testing with it?
