What's the fastest compiled version of oggenc.exe for a Pentium II  (so no P3/P4 tricks)?

Try the compile at Rarewares. It has MMX code dispatch. (As well as SSE and SSE2, but you won't be using these ones)

You can also try the GCC 3.1 compile at John33's mirror. Both are most probable to have best performance on PII.
