Does VBR have overheads?

Hi,

I have search although rather limited, I need to know if VBR has overheads or not when it switch between bitrates. I think it doesn't but someone that I am chatting to thinks it does. I read the file specs and it doesn't seem like there is.

no overhead there. frame size is stored in each frame header anyway.

vbr in mp3 has no overhead.

But if you mux it into an avi container, then there is an overhead in the avi.
