My question is, WILL there be some code added for mixed blocks?  I know there is room in the mp3 spec for this. Could mixed blocks help with some medium bit-rate frames (128kbs/160kbs)?

So, what you're saying is, "if" the block switching is properly tuned to use mixed blocks effectively, we can possibly improve CBR at 128/160? And what of the prospects for the VBR presets?  Can mixed blocks be utilitzed to avoid bloated file sizes where the VBR preset would've used short blocks at forced higher bitrates?  Could this help some samples (when using a properly tuned VBR preset) achieve a lower overall bitrate with similar quality on transients?

Sounds like the guys doing the presets will have a lot of new toys to play with in LAME 4.

A lot of things could be done, a lot of things could help. However, there is no magic, someone needs to spend some time on it.
