looking for command line wav cutter

as the topic states, i am currently looking for a command line program which is capable of making a second wave file consisting of a set part of the original one. if possible i would like to be able to set the start time as well as the end time for the part to be cut.

e.g. i would like the generated wave files to be one minute, being from 1:30 to 2:30 from the original wave file. madplay can do exactly this (even with fading in) when the input is a mpeg file.

now my question is does any of you know a program which can do this?
