Create a playlist (m3u) with songs from a single flac

So... I have an album on a single flac file. I want to edit the order of the songs.

If I play the flac and move the songs the songs play in the edited order, but if I save the playlist (sequencing edited), when I play the m3u the songs are not in order, its just the full album several times on the playlist.

Any solution without spliting the flac?

Seems to me you need to make a cue sheet file from the FLAC, which can then be played and edited as needed within Foobar.  A popular tool for doing this is CUETools (http://cue.tools/wiki/CUETools).

M3U playlist is too simple to support such scenario. You can use FPL playlist instead. Alternatively split the image to individual tracks and you'll be free to use lesser formats and players to play the tracks in any order you wish.

I have a cue of the flac, but with the original order. So if I play the cue in the foobar2000 and then move the songs and create a m3u it should work?

yes, but I dnt want to have the songs splitted, just wanna have 1 file per album and then one m3u (or other) file with the same album but with different sequencing.

If you have the option "Edit cuesheet" checked in the Context Menu options section (see attached image) it should work, but as I don't use cue sheets you'll have to see if that does what you want.  I don't believe that will tranalsate into a m3u file though, like Case indicated.

But how you edit the song order editing a cue?
