PNS audio quality

How good quality is the PNS enabled AAC clips? Would it sound like VQF?
Also, could PNS properly model Temporal Noise? Also, I noticed that in the specs, it is stated that PNS is enabled only if the energy of the scalefactor band does not change too much from the previous frames... Does this mean that Temporal Noise is excluded?  I seemed to have some problem with detecting noise like scalefactor bands for short-blocks and I suspect that Temporal Noise is the problem.
