You'll need 7-zip to extract the contents of the 7z file. http://www.7-zip.org/
Drag the foo_np_simple.dll to the Installed components pane in Preferences -> Components.
Click OK twice (= installing the component and restarting foobar2000).

Most foobar2000 components is delivered either as zip files or fb2k-component files.
A fb2k-component file can be installed by double clicking in Explorer (they are actually renamed zip files, but foobar2000 'understands' the extension).
A zipped file don't need to be extracted first; just drag it to the above mentioned pane in Preferences. And OK + OK.
Alternatively you can click on Install in the Preferences:Components window and use Explorer to navigate to the folder with the desired component.
Some developers prefer the 7-zip format, among them Skipy Rich, but foobar2000 isn't able to read this format.
The optional 7-Zip reader foobar2000 component is used for internal unpacking of audio packed in 7z file archives before playback, not for installation purposes.

HTH and welcome as a new foobar2000 user.

Oh, and by the way: 'hello' as thread subject is a bad idea. See TOS #6

What is this then referring to?

It seems that skipyrich.com is down at the moment. That's the developer's homepage.
Perform a search for 'foo_np_simple download', I'm sure you'll find a hit. The component isn't actively developed anymore, the latest version 1.8 is from January 2009.
